| ♦ | At the time, an event hosted by Fukushima prefecture was being prepared. |
| ♦ | I noticed the time became 14:46 because several staffs of the event stopped preparation and prayed silently. |
| ♦ | Some people, other than the staffs, congregate in this square and also prayed silently. They might expect that the live radio program of the official memorial service was broadcasted in this square: in 2014 and 2015, the live radio program had been broadcasted and people in the square had started silent prayer simultaneously with the official memorial service. |
